Preperations:
1. Image / Add borders, symmetric with size 5. Select this border with your Magic Wand 2. Effects / 3D effects / Inner bevel, with these settings:
3. Image / Add borders, 25. Click with your Magic wand on your border 5. Effects / Plug-in Filters / AmphiSoft / Out of the noise. Slide ‘Radius’ all the way to the right and set the other options as in the above example. Do not pay too much attention to the numbers, as they vary with the size of your image

8. Effects / 3D effects / Inner bevel, same settings 9. Image / Add borders, 35. Select your border 10. Edit / Paste / Paste into selection 11. Effects / Blur / Gaussian blur, 26 12. Selections / Invert 13. Effects / Drop shadow, settings: 2, 2, 73, 9.4 and repeat with -2, -2, 73, 9.4 14. Image / Add borders, 5, chosen color. Select border 15. Repeat ‘Inner bevel’ 16. Image / Add borders, 45. Select border 17. Edit / Paste / Paste into selection
Finish your image by resizing it to your likings. For the background image: 22. The background image was made from the copy of your initial image (the one you lowered from view). Resize it to 200 x 200 (maintain aspect ratio UN-checked, of course!).
Put it in your scroll in Outlook Express by going through Format / Rich text (HTML), and then Format / Background / Image, and search for the name of your image.
